The Centre for Excellence in Leadership (CEL) www.centreforexcellence.org.uk was established by the UK government in 2003 to foster world-class leadership and capacity building across the further education sector (vocational education, skills and lifelong learning) – a sector that represents 600,000 staff and six million learners in further education colleges, work-based learning providers, sixth-form colleges, specialist colleges and adult and community centres.
As the national focus for leadership and management development in UK vocational education, CEL’s remit is to improve the standard of leadership, diversity and talent pool of leaders at all levels from junior management through to college governors. As well as its sector-wide strategic role in TVET research and policy development, CEL provides a wide range of professional development and bespoke services for whole institutions, governors, principals, senior managers, curriculum leaders and support staff. Under the 2006 White Paper “Further Education : Raising Skills, Improving Life Chances”
CEL is designated as one of the key national agencies for progressing the government’s Quality Improvement Strategy aimed at raising standards across the vocational education learning and skills sector, as well as being tasked to lead on development and delivery of the new mandatory qualifying programme for college Principals.
